No child left behind???

I have been researching teaching in the US and keep coming across this phrase 'No child left behind'. Can anyone enlighten me?

Oh GOD!!! It's a nightmarish piece of legislation. I think the intention was good, but the practical outcome is terrible! Could just as easily be called "No child gets ahead". It is the brunt of jokes amongst teachers here and I find it kind of gets in the way of the actual business of teaching. It fails to take into account individual differences in abilities and interrests amongst students. It tends to cause schools to focus on test prep for the different state proficiency test which are continual... School officials become obsessed with the school's report card and how that will look to the voting public. The needs of individual students are squashed under the greater good. I will be happy when this one goes the way of the dinosaurs.

NEA is a national teacher's organization that recognizes both strengths & weakness with NCLB. My last response was in the "heat" of proficiency month...makes one a bit frustrated. Sorry about that.
